For 4 Consecutive Years, KelseyCare Received Well “Above Average” Ratings When Plan Participants Were Asked to Rate Their Satisfaction with the Plan Overall
The Survey:
The Consumer Assessment of Healthcare Providers and Systems Survey (CAHPS) is a non-biased survey conducted by the U.S. Department of Health and Human Services Agency for Healthcare Research and Quality to measure and report consumers’ and patients’ evaluations of health care plans.
The Leaders:
For the last three surveys conducted in Texas, the two health care plans that consistently scored the highest, i.e. rankings of 9 or 10 out of a possible 10, were health care plans delivering on the accountable care model and administered by physician-provider groups: KelseyCare in Houston and Scott and White Health Plan in Central Texas, as shown in the chart below.

Summary of 2010 Ratings:
In the CAHPS Survey, consumers of health care had an opportunity to rate their overall satisfaction with health care plans, providers and physicians. For five consecutive years, KelseyCare received well “above average” ratings when plan participants were asked to rate the plan overall. This continued consistency in patient satisfaction is impressive in today’s changing markets.
- In personal overall doctor satisfaction, Kelsey-Seybold once again leads the state with 70 percent when compared to 63 percent for the state average.
- Both Scott & White and Kelsey-Seybold lead all other health plans in Texas in overall health care satisfaction at 57 percent compared to the state average of 48 percent.
The Implications:
Accountable Care Organizations Drive Value and Quality With recent health care reform, there is much discussion about the benefits an Accountable Care Organization (ACO) like Kelsey-Seybold Clinic delivers to the patient as well as to overall employer value. Here are some important facts:
- An ACO system is responsible for quality of care and cost for a population of patients – focused on care coordination, best practices and quality measurement.
- In a survey of more than 130 hospital leaders from organizations across the country, more than half predict that Accountable Care Organizations would be the best model of success for the future. – MedAssets (2010), Hospital & Health System Leader Poll, Preparing for Change
- Prime examples of Accountable Care Organizations include Kelsey-Seybold Clinic, Mayo Clinic, Geisinger Clinic, Kaiser Permanente, Scott & White and Cleveland Clinic.
- 2008 Dartmouth Atlas of Healthcare recommends, “. . .Medicare policy should support ‘organized’ systems of effective care management, with a strong primary care component. . .”
- Dr. Uwe Reinhardt of Princeton University reports that with ACOs, “Care providers can stay on top of what preventive measures and therapies are most effective.”
